In forma dialogica, due personaggi, <em style="box-sizing: border-box;">Menas e Thomas,</em> appartenenti alla classe dirigente, probabilmente membri della squadra di commissari incaricata da Giustiniano di redigerne la compilazione, discutono della scienza politica e, confrontando la <em style="box-sizing: border-box;">Kallipolis</em> platonica con il <em style="box-sizing: border-box;">De re publica</em> di Cicerone, tracciano forme organizzative e di esercizio del potere di una <em style="box-sizing: border-box;">basileia</em> ideale. Il libro affronta un testo poco studiato ma prezioso condensato della cultura politica, giuridica e religiosa tardoantica. Alla corte di Giustiniano, in un momento cruciale per le sorti dell’impero, la voce di Cicerone tornava a risuonare. Gli esponenti di quel ceto di burocrati-intellettuali di Costantinopoli studiavano i classici del pensiero politico, da Platone ad Aristotele, a Cicerone, per affrontare i più pressanti problemi politici e istituzionali, recuperando l’idea di costituzione mista ancorata al sincretismo neoplatonico e cristiano.
